Garden City Republican Club urges voters to remember Primary Day!

This Tuesday, September 12, the polls will be open from 6 AM - 9 PM in Garden City for the Primary Election. Republican candidates on the ballot for U.S. Senate include John Spencer and K.T. McFarland; and for Independent voters please consider giving your support to Garden City resident Judge Francis Ricigliano seeking the seat in 1st District Court; Family Court Judges Robert Bogle, Merik Aaron, Patricia Doyle; and for District Court Judges Jane Shrenkel, Darlene Harris and Terence Murphy.

HANNON MAKES ANOTHER RUN FOR SENATE

Senator Kemp Hannon (R, C, I - Nassau) who represents the 6th Senate District is seeking reelection this November. He serves as the Chair of the New York State Senate Standing Committee on Health and is the Assistant Majority Whip, a leadership post in the Senate Conference. He is also the Chair of the Health Budget Subcommittee.

Senator Hannon is well respected and highly regarded nationally as an expert in the health care industry. He serves in many capacities with the National Conference of State Legislators (NCSL). Included here are the Task Force on Streamlining and Simplifying Insurance Regulation, former Chair of the Health Committee, as member of the Health Forum where he represents New York in the national debate on health care and health care finance in addition to working with legislative representatives from each state working toward cohesive state and federal health policy.

Active on many fronts within the State, Senator Hannon is recognized as the principal architect of the New York State Health Care Reform Act (HCRA), legislation which vastly improves all aspects of health care delivery and financing for all New Yorkers. The Senator created landmark legislation with the Patient Health Information and Quality Improvement Act, which extends patients access to information about healthcare providers, such as physicians and hospitals, ultimately improving patient care. A leader in health care legislation and a champion of reform, Senator Hannon is responsible for numerous laws recognizing the importance of preventative medicine, medical research and treatment of disease. He continues to be committed to supporting significant legislation in the areas of long term care, health insurance, women’s health issues, and organ donation.

Senator Hannon works tirelessly to promote and protect the public health of all New Yorkers. He continually supports legislation to ensure New York State is a healthier safer place for families to live with programs such as Child Health Plus (CHP), and Family Health Plus (FHP), and for seniors, the Elderly Pharmaceutical Insurance Coverage (EPIC) program. These nationally recognized programs provide coverage and support for many people otherwise unable to afford medical care and prescription drugs, and all were developed, in part, under his leadership.

Through his leadership of the Health Committee, Senator Hannon focuses on the importance of women’s health issues. He co-sponsored the Women’s Health Care and Prevention Care bill, providing women with direct access to OB/GYN and improved screening practices for cancer and osteoporosis. A champion of preventative screening, he also sponsored legislation requiring insurance companies to cover mammograms for women at high risk, and to cover reconstructive surgery following mastectomies. He supported the bill creating a law establishing requirements for maternity care and hospital stays after giving birth.

Recognizing the critical need for accountability through government, Senator Hannon helped to establish the Senate Medicaid Fraud Task Force. Serving since its inception, the Senator introduced and passed legislation to establish an independent office of Medicaid Inspector General to integrate, consolidate, and coordinate further investigation into Medicaid fraud and determine how the system can be improved. As co-chair of the Senate Medicaid Reform Task Force, he proposed the first comprehensive review of Medicaid and a substantial number of reform recommendations have been proposed and implemented as a result of this work. Today, the Task Force continues to examine, current State and Federal laws, and regulations relating to New York State’s Medicaid fraud detection process by convening public hearings across the State.

In addition to his accomplishments in health care, Senator Hannon has established key laws in the areas of technology, finance and tax reform.

As a member of the Executive Committee of the New York State Task Force on Government Reform, the Senator is charged with reviewing all aspects of Senate rules and the legislative process. He continues to propose and implement reforms designed to strengthen the work of the Legislature.

In his capacity as chair of the Council for State Government standing committee on Suggested State Legislation, Senator Hannon works to identify, research and select exemplary state legislation on topics of major interest to states for use as model legislation.

Committed to improving the quality of life for all New Yorkers, Senator Hannon continues to fight for tax relief on many levels. His successful tax relief programs include a new child tax credit for parents of school-age children, the elimination of New York State’s marriage penalty tax, and the State tax on clothing and shoes under $110. In 2006 alone, he sponsored a cap on the New York State Gas Tax, ensured the college tuition tax deduction was available to everyone regardless of income, and used budget surplus to provide tax rebate checks directly to homeowners. Senator Hannon fought to keep the Enhanced STAR cost-of-living adjustments in place. This year’s COLA increase is 13.6 %. In addition, he established the first Empire Zone in Nassau County, providing tax breaks to businesses in the area and helping bolster the local economy. He constantly reviews tax laws to see where changes benefiting the taxpayer can be made.

The Senator first served as Chairman of the Committee for Housing and Community Development. Senator Hannon also served as an Assemblyman of the 17th District prior to his election to the New York State Senate. While in the Assembly, he was the Republican floor leader in the Assembly, serving as the Minority Leader Pro Tempore.


An alumnus of Chaminade High School, Boston College and Fordham Law School, Senator Hannon is Special Counsel to the law firm Farrell Fritz P.C. in Nassau County and is active in community and civic affairs. He resides in Garden City with his wife, Bronwyn, and their twin daughters, Alex and Maddie.

The Senator’s district encompasses the communities of Franklin Square, West Hempstead, Lakeview, Garden City South, Garden City, Hempstead, Uniondale, East Meadow, Salisbury, North Bellmore, Levittown, Island Trees, Bethpage, Old Bethpage, Plainview, Plainedge, Farmingdale, Seaford, North Massapequa and Massapequa Park.

Gubernatorial Candidate Faso a Long Island Boy

Growing up on Long Island, John Faso learned early the values of family, education and hard work that would stay with him for his entire life.

His dad John was a small businessman running a tool rental and television repair store, while his mother Frances raised five children. John graduated from the prestigious Archbishop Molloy High School in Queens. He graduated from State University of New York at Brockport and earned his law degree from Georgetown University Law Center in 1979, working full-time and going to law school at night.

Elected to the State Assembly from Columbia County, Faso quickly established himself as the leading fiscal conservative in the state legislature, challenging the prevailing tax, borrow and spend political culture in the state. He frequently led floor debates against fiscal gimmicks, such as raids on the state employee pension and workers compensation funds. Along with his colleague, then-Assemblyman George Pataki, Faso successfully sued Governor Mario Cuomo to require him to submit budget legislation on a timely basis.

Having earned a reputation as a fiscal and budget expert capable of creative problem-solving, Faso was asked by then Governor-elect George Pataki to chair his budget transition team in 1994. In this capacity, he supervised the state’s budget staff in drafting the initial Pataki budget proposal. While there, Faso developed an economic blueprint of tax and spending cuts that led to the first reduction in state spending in decades, closing a $5 billion deficit. Because of that service, Faso was named ranking Republican member of the Assembly Ways and Means Committee by then Minority Leader Clarence Rappleyea.

During his service in the legislature, Faso promoted legislation to foster job creation, curb government spending, cut taxes, end parole for violent felons, and prohibit questionable borrowing by the state. Faso was also the original sponsor of charter school legislation in New York State and was a leading figure in the passage of Governor Pataki’s proposal in 1998 to create charter schools in New York State. His leadership on such issues led his colleagues to elect him Assembly Minority Leader in 1998.

Faso has been a consistent advocate to reform Albany’s notoriously secretive budget process, and adopt a constitutional amendment to permanently ban back-door borrowing by state authorities and the legislature without voter approval. He also advocated budget reforms that would require the legislature to pass a balanced budget and to clearly indicate the impact of changes in the enacted budget from that originally proposed by the Governor. Throughout his career, Faso has been an advocate for reform in the redistricting process and a host of other changes to open up New York’s political system.

Faso left his post as Minority Leader to run for state Comptroller in 2002 as the candidate of the Republican, Conservative and Independence parties. Faso narrowly lost that race in the closest statewide race in New York that year.

In recognition for his outstanding public service and commitment to fiscal responsibility, Faso received the “Guardian of Small Business” award from the National Federation of Independent Businesses in 1996, and the “Distinguished Public Service” award from the Nelson A. Rockefeller College of Public Affairs & Policy in 1997.

John Faso was a board member of the Buffalo Fiscal Stability Authority from 2003 until 2006. He is currently a partner in the national law firm of Manatt, Phelps & Phillips. He lives in the Columbia County Village of Kinderhook with his wife of 25 years Mary Frances, and their two children Nicholas and Margaret.

There is still time to Register....

With less then two months to the November 7th Elections, the Garden City Republican Club wishes to remind residents that there is still time to register to vote. Voter applications must be postmarked no later than October 13th and received by a board of elections not later than October 18th to be eligible to vote in the General Election. Those wishing to register in person may do so at the Board of Elections, located at 400 County Seat Drive, Mineola or at any state agency participating in the National Voter Registration Act. There are exceptions made for those who have been honorably discharged from the military or have become naturalized citizens since October 13th, you may register in person at the board of elections until October 27th.

Assemblyman Thomas McKevitt at Savannah's

It is never easy running twice in one year for the same seat, but that is exactly what our Freshman Assemblyman, Thomas McKevitt is doing. After a stunning victory this past February, Tom headed straight to Albany where he served as the Assemblyman representing the 17th AD. Some residents had not even realized that their dynamic Assemblywoman, Maureen O'Connell had taken a strong victory and become our County Clerk beginning in January.

There is Nothing Like Being There But When You Can't Vote Absentee

Applications for Absentee Ballots are available at your county board of elections.
You may also download a PDF version of the New York State Absentee Ballot Application Form by visiting the NYS Board of Elections Website at www.elections.state.NY.US or by contacting the office of Senator Kemp Hannon at 739-1700.

Upon completion, applications must be mailed to your county board no later than the seventh day before (Oct.31)the election or delivered in person no later than the day before the election(Nov.6). You may also request an Absentee Ballot by sending a letter to your county board of elections. The letter must be received by your county board no earlier than 30 days and no later than seven days(Oct.31)before the election. The letter must contain the following information:

the address where you are registered
an address where the ballot is to be sent
the reason for the request, and
the signature of the voter

An application form will be mailed with your ballot. The application form must be completed and returned with your ballot.

If you cannot pick up your ballot, or will not be able to receive it through the mail, you have the right to designate someone to pick it up for you. Only that person designated on your application may pick up and deliver your ballot. For military voters the last day for a board of elections to receive application for the general election if previously not registered is October 27, and if registered is October 31. You may also apply in person on November 6 if previously registered.

If you are permanently ill or disabled, you have the right to receive an Absentee Ballot for each subsequent election without further application. Simply file an application with your board of elections containing a statement which describes the particulars of your illness or disability. The Board will review the facts stated, and if satisfied, will mark your registration record. You will then automatically receive an absentee ballot for every election until your registration is canceled.

The Garden City Republican Club welcomes back its membership and residents on Wednesday, September 13, at the Garden City Senior Recreation Center beginning at 8PM. The club holds monthly meetings the second Wednesday of each month and invites guest speakers they believe the community would enjoy. This month, Club President, Edward Cumming, is pleased to announce Richard Guardino, Vice President and Executive Dean for Hofstra University's Center for Suburban Studies will join us.

Eager to shape dialogue on subjects of national importance, Mr. Guardino will discuss their upcoming televised session scheduled for September 16, at Hofstra University where there will be two sessions that will tackle the critical issues we face here on Long Island. Taxes, Education, and Transportation will be among the myriad of topics reviewed as we confront the barriers and brainstorm solutions to the problems that may prevent Long Islanders from fully enjoying the quality of life only living here can provide. The Saturday forum is part of the Center for Governmental Research's New York Matters initiative to engage citizens around the state in conversation about the issues. Details of expert participants will be forthcoming at the meeting and subsequent viewing will be available at WLIW21.

Hofstra University is among the first universities in the nation to bring perspective to the suburban way of living by creating a national think tank, designed to examine such issues as consolidation of government, smart growth, homeland security in local communities, preservation of open space, affordable housing, energy policy, and revitalization of downtowns.

Before coming to Hofstra, Mr. Guardino was supervisor of the Town of Hempstead for five years. His impeccable record as chief executive officer of the largest town in the United States with more than 2,100 employees and a budget of 313.3 million dollars has earned him accolades from many and no doubt, a sought after public speaking schedule. "We are indeed fortunate to have Richard Guardino headline for our first meeting this fall and I am sure our community will enjoy hearing about the Center's upcoming televised program with New York Matters," remarked President Ed Cumming.
